Phantom Lake Walkway, City of BellevueThe residents of the Lake Hills neighborhood wanted a trail/walkway system running the circumference of Phantom Lake, and connecting the Lake Hills Greenbelt Trail with access to Lake Hills Greenbelt Park on Phantom Lake, and Weomna Park just west of 168th Avenue NE. A bond issue to fund the project was passed, and Tetra Tech INCA was selected to design the trail system and two pedestrian bridges.

The trail, which is approximately three miles long and ten-feet wide, is located in an environmentally sensitive area and affects over 65 parcels of land. The INCA Team and City of Bellevue officials met with property owners, both on an individual basis and by holding community group meetings, to incorporate citizen input into the design and to respond to concerns about noise issues, the potential for vandalism, property damage, and environmental impacts.
