Faced with a need to conceive a roadway network that would provide optimal mobility for the anticipated future land uses in the Bel-Red area, the City of Bellevue tasked Tetra Tech INCA to expand analysis of the the Draft Final Environmental Impact Study by focusing more detail on the FEIS Preliminary Preferred Alternative. INCA prepared a conceptual engineering analysis with accompanying preliminary designs for revisions to five of the study area’s arterial roadways. The report realigned the corridors to provide improved connectivity and system capacity, presented a programmatic schedule for development, and provided a conceptual engineering design for several elements of the proposed future roadway network.
