Tetra Tech INCA conducted environmental studies; prepared environmental documentation, developed a permit matrix; prepared a traffic study and a hydraulics report. Environmental work included the development of an environmental tracking matrix, SEPA checklist and a noise analysis. A hydraulics report was developed with a focus on Low Impact Development opportunities.

The project accommodated storm drainage systems, landscaping, lighting, and adjacent traffic signal/roadway improvements, which were added as environmental mitigation requirements during the environmental process.
